Senior Army Budget and Financial Management Lead 

Location: Fort Belvoir, Virginia | Clearance: Active Top Secret with SCI eligibility 

Position Summary 

We are seeking a senior Budget and Financial Management Lead to manage budget formulation, execution, analysis, and reconciliation for a prospective Army cyber program. This position connects funding decisions with acquisition, technical delivery, schedule, and mission priorities. 

What You Will Do 

•  Develop and maintain spend plans, funding profiles, execution forecasts, and financial dashboards. 

•  Analyze commitments, obligations, expenditures, disbursements, burn rates, execution performance, and forecast to complete. 

•  Maintain funding visibility across contracts, software, engineering, cybersecurity, integration, testing, fielding, sustainment, and operations. 

•  Support budget formulation, justification, POM inputs, unfunded requirements, year of execution reviews, fiscal year closeout, and deobligation activities. 

•  Reconcile financial data with contract actions, acquisition schedules, technical milestones, program records, and supporting documentation. 

•  Align funding profiles and forecasts with Agile priorities, delivery increments, release plans, and changing program needs. 

•  Use GFEBS, CCaR, cPROBE, ADVANA, Power BI, and Government approved AI or automation capabilities where available to improve reconciliation, forecasting, anomaly identification, reporting, and decision support while maintaining analyst validation. 

Required Qualifications 

•  U.S. citizenship, active Top Secret clearance, and eligibility for SCI access. 

•  Eight or more years of directly relevant Army, Department of War, or federal budget and financial management experience. 

•  Bachelor's degree in finance, accounting, business, economics, or a related discipline, or equivalent additional professional experience. 

•  Experience with planning, programming, budgeting, execution, spend plans, funding documents, obligation and expenditure analysis, fiscal year closeout, and financial reporting. 

•  Knowledge of fiscal law, appropriations, colors of money, periods of availability, and Anti-Deficiency Act controls. 

•  Experience briefing leadership and responding to headquarters or comptroller data calls. 

•  CDFM, CGFM, current or former DoW Financial Management Certification, or comparable federal qualification. 

Preferred Qualifications 

•  Army or broader Department of War experience supporting Offensive Cyberspace Operations, Defensive Cyberspace Operations, cyber capability development, or related mission programs. 

•  CDFM-A and Army acquisition program financial management experience. 

•  Experience with GFEBS, CCaR, cPROBE, ADVANA, Power BI, Agile financial planning, workflow automation, or approved AI assisted analysis.
